Writing about a sitting president is the hardest thing this imprint does. The record is incomplete, the reader arrives with a position already formed, and every claim will be checked by someone who wants it to fail. This book answers that by moving the argument onto ground the reader can inspect.

Eight chapters carry the account. Behind them sit five appendices that do the work most political books leave undone: a Verified Ledger setting out what is documented and where the documentation comes from, a Reform Timeline placing each measure in sequence, a Plain-Language Glossary translating the vocabulary of policy into ordinary speech, and separate registers for infrastructure and human capital. A section of photographic plates follows the text.

The case the book makes is narrow and deliberate. It is not that any administration is beyond criticism. It is that a democracy which discards its programmes every four years never finds out whether they worked.
